Zakiah was born to a muggle and a pureblood witch. For the first three years of her life, the little girl grew up with parents who were abusive towards each other and ignored their daughter. She was adopted by her mother's co-worker, Janice Dubh, and husband when she was three. The couple worked hard to draw the girl out, but by this time Zakiah's personality in some areas was fairly set. She doesn't know how to open up and care for people. She can seem very cold and distant only because she doens't know how to be anything else. She was a Ravenclaw at Hogwarts and went to work for the department of mysteries. She was blinded due to an accident and has since been made the public relations officer for the department of mysteries.

Zakiah doesn't know her real parents. She does have her adopted family including two adopted siblings (her adopted parents real children: James and Emmeline). Friends is a little more complicated. Because she has so much trouble understanding emotions and getting close to people. She has co-workers and people who visit her. She's working on getting to understand emotions and feeling though.

Given her job, Zakiah probably does have enemies. If only for people who are bitter about what she says. She has been raised by a pureblood family as their own child though people can dig into her past and find her real mother, if you look on the surface, she is just another pureblood witch.

Lucius&&Zakiah

So these two work in the Ministry. As a general official, Lucius' influence sort of spreads far and wide and it's probably no surprise that Lucius has heard of her. He probably doesn't think highly of her either, considering her blood and considering her blindness. Should they ever be in contact, I would imagine that their interactions would be very unpleasant. He would probably make a point of subtly taking jabs at her shortcomings, trying to break her down on that level. I could probably see her being one of the little government peons that Lucius enjoys taking out any of his aggression on, because there's not a lot she can do to retaliate. He'd probably threaten to get her fired if it got down to it. Otherwise I got nothing. Lucius is just a bag of dicks. XD

Who ever really understands why Lucius does what he does? He might keep going at her because she won't give him the reaction he wants. He hates that. He probably won't ever seek her out, but he'll dig at her whenever they find themselves in close proximity. I don't think he can break her down either. But he can try. He always does try. Bag of stale ol' dicks.
